How can a law-abiding cybercafe operator survive in corruption-rife Malaysia?

Cybercafe industry has been facing uphill challenges to operate legally in view of difficulties in securing a premise license from local councils. Moreover, those licensed operators also frequently harrass by local authorities for operating beyond midnight 12 o'clock. What other business in Malaysia that has worse restriction on operating hours than 8am to 12 midnight? KFC and McDonald's also go 24 hours early this year, not to mention thousands of mamak stalls, 7-eleven outlets and snooker centers.
